Most likely the merchants calling at the mill for its collection will offer a price acceptable to the mill manager and the deal is closed. In the next trip, the price would have changed mostly towards the higher end. In another mill, the price may be totally different as the whole transaction is conducted in a haphazard manner without a clear basis.
